DHA: EBT 2259, Electronic Theft from EBT Card Replacement Change
In April 2024, your 008 bargaining team met with the department regarding changes they were proposing to the EBT 2259 process. This process was being handled by supervisors and program specialists, and the department now wanted HSS staff to take over these duties in its entirety. Despite UPE’s exhaustive efforts, the department refused to consider any of the suggestions we made. The workload of our members is already so overwhelming we felt we could not accept their proposal without an extensive fight. We declared impasse at the table and started the fact-finding process. Fact-finding involves a third-party neutral considering both sides of the issue and deciding whose perspective makes the most sense.
When the hearing concluded, it was evident to all parties that the fact finder found in favor of UPE’s position and understood and agreed with our concerns. In conclusion, the department agreed to all our proposals and updated the EBT 2259 Program Document and Department Procedure. That revised document was issued department-wide shortly after the hearing concluded.
UPE will continue to fight with all the available resources we have each and every time the County refuses to be reasonable when adding or changing duties that affect working conditions.
