Meet and Confer Update

    On June 6, 2022, UPE and DHA met and conferred over the impact of the changes to the TOA clock for WTW participants. This change will result in the reevaluation of up to 3300 cases. The County created a process for continuing workers to evaluate the cases for exemptions before sending them back to WTW. In addition, open lobby bureaus will be instructed to send clients with questions about the clock change back to the service center to have their case evaluated for exemptions before it's dealt with at a bureau.

     WTW workers will begin to receive these cases soon and will begin the standard re-engagement process. Workers are expected to work these cases in addition to their normal caseload. Despite what supervisors told some workers, there is no deadline for completing these cases. The Department is offering OT for workers to process these cases. All workers will be eligible for overtime which can be done anytime it is being offered in their building, even if there is not a WTW supervisor available. If workers are told they have a deadline related to these cases or are denied OT, they need to contact their Business Agent immediately.
