005 Meet & Confer Update

Access Team & APS Changes 

UPE and representatives from DCFAS and DHS met and conferred on January 23, 2020, over changes to the ACCESS Team and the APS Clinic.  Due to a recent state audit, the Departments were forced to make some changes regarding how certain referrals were processed.  For the ACCESS Team in DCFAS, this means processing referrals as before, but they are no longer required to close the case.  The Audit determined that only clinicians can close cases. The Department is working to change the electronic ‘bundle’ in Avatar to allow workers to process the referrals without having to close the case.  Currently, this is a built-in process in Avatar and the referral cannot be closed in Avatar without closing the case.  UPE received assure from the Department that no position would be lost from this change in work.

For the clerical staff at the APS clinic, this means an increase of approximately 100 clients coming into the clinic.  Clerical staff will greet these clients and update demographic data within the computer system.  Based on the information provided to UPE, this does not appear to be a significant increase in workload for these staff.  However, UPE proposed and DHS agreed to meet again if the impact of the increase in clients results in a larger workload impact than anticipated.
