008 Meet & Confer Update

DCFAS GPS Reports

      UPE met with representatives from DCFAS on November 8, 2019 to discuss how the Department will be using data collected and reported by the new GPS device in all Department vehicles.  The Department receives reports anytime a County car travels 10 mph over the posted speed limit for at least 1 minute.  After 20 such occurrences, a list is generated manually by DCFAS administration and sent to the Department for follow-up.  The Department then identifies the driver and then provides coaching relating to safe driving.  Thus far, only a few such reports have been generated.  The Department plans to lower the threshold for a report down to 10 occurrences in a day within the next month or so.  

      UPE challenged the Department about why it’s collecting this data and how it could impact discipline for our members.  The Department stressed their concern was safety and that they would treat each instance on a case-by-case basis, but would always begin with coaching and reminding of safe driving practices.  However, the Department was clear that they would use progressive discipline should there be a continued issue with speeding reports.  The County representative stated that no one in the County has been formally disciplined for speeding related to the GPS, which are in use in a number of other Departments.  

      The GPS are capable of collecting other data that can be reported to the Department but is not at this time.  These include idle time, ‘jack-rabbit’ starts, and hard braking.  The Department does not plan to make use of this information at this time and committed to informing UPE and members before making use of this data.  UPE also requested a list of all data collected by the GPS along with explanations of how it collects the data and what definitions the GPS uses to report incidents of hard braking etc.  It should be noted that the SMUD GPS do not collect this type of data only the County GPS.
