008 Meet & Confer Update

Alternative Work Schedules 

       UPE and DHA met to begin negotiations over the Department’s plan to expand the number of 9/80 schedules currently offered at the Greenhaven and East Commerce Service Centers.  The Department claims that less than 5% of workers at these locations have 9/80s and that Department-wide the average is between 20% and 25%. However, UPE informed the Department that there should be an expansion at all locations.  

      UPE looked forward to this meeting as both the Union and its members have advocated for more alternative work schedules for some time.  Unfortunately, the Department came to the meeting grossly under prepared.  The Department did not have a process by which they planned to select who would get 9/80s or how many 9/80s would be granted at each location or within each program.  They did not know anything.  

      UPE called the Department out for their lack of a plan and made several information requests in order to better understand the 9/80 process.  UPE also made it clear that in order for this process to move forward, the Department needs to come up with a written process for the 9/80 expansion.  The Department committed to providing this process to UPE no later than January 17, 2020, and the two sides agreed to meet again on January 27, 2020.
