005 Meet & Confer Update

DTech-Asset Management Policy

      UPE met with the County over a new proposed policy surrounding Department of Technology (DTech) Asset Management. The impetus behind the policy was an audit on DTech which recommended that a policy be in place to document, “….capital assets, including the proper recognition, measurement, safeguarding and disposal from purchase to disposal”. This policy only pertains to the DTech Department and not County-wide.  

      UPE asked if the Comms Operation Dispatcher Classification at DTech would be impacted. The County replied, “No”. The County stated that two (2) Account Clerks from the 005 Bargaining Unit in DTech would potentially be impacted since their duties are linked to purchasing assets. UPE asked if the policy would change the current practice for the impacted Account Clerks. The County replied, “No”. The process will remain the same; in fact, the proposed policy would simply memorialize the current practice. The Account Clerks currently enter orders and interact with vendors on payments when needed. UPE requested the names of the two AC’s and ended the meeting shortly thereafter.       

      Although there was little to no impact, UPE will always request to meet and confer on policy changes to ensure that no stone is left unturned. We ensure maximum representation even if it means that a policy impacts just two (2) people in a department.
