008 Meet & Confer Update

Impact of Staffing Levels

    UPE and DHA met on July 29, 2019, to discuss ways to mitigate the negative impact the current staffing shortage is having on our members.  UPE made an initial six proposals to address this issue:

• Suspend the monthly one-on-ones with Supervisors at the service centers for one year.  

• Establish a cut-off time for calls that transition to RRRs and Intakes that allow worker to instruct the client to call back the next day.

• Allow workers to process some actions by mail rather than use telephonic signature when action will not process immediately.  EX: Adding a household member. 

• In situations where clients did not provide the verifications necessary to determine eligibility, allow worker to not process the renewal/intake. 

• Allow continuing workers to instruct clients that they will be rescheduled for a missed intake/RRR appointment rather than having the continuing worker process the intake.

• Eliminate WOD Week at 28th St.  for GA workers.  

    UPE believes the Department must realize that with the current staff shortage (191 vacancies as of July 1st)  workers cannot be asked to bend over backwards to accommodate clients that fail to make appointments, miss deadlines, and/or fail to provide the necessary paperwork. UPE insisted that the Department accept that the business practices of two years ago will not work in the current environment.  

    UPE pushed the Department to agree to our proposals at the meeting, but unfortunately those at the table claimed to lack the authority to act on our proposals. The Department will notify UPE if it accepts any of our proposals prior to that date. The two sides will meet again August 20, 2019.  UPE will meet in advance of this meeting to develop further proposals.
