008 Meet and Confer Update

CPS- FSW Youth Transport Pilot

       UPE met and conferred with representatives from DCFAS on June 20, 2019 to discuss the Department’s plan to contract with Hop, Skip, Drive to provide additional School Runs when FSW’s are unavailable.  According to the Department, they face an increasing need to provide school transport for Foster youth due to AB 490’s requirement that foster youth continue to attend their school of origin.  At times over the last year, the Department needed to delay providing transport for youth for up to 4 days until FSW transport could be arranged. 

 

       Under the contract, CPS could contact the contractor to provide transport with very short notice.  The contractor would only handle transports that FSW’s could not.  The Department budgeted for up to 4383 transports ($200,000) but does not expect to use that many. 

 

       UPE noted to the County that given the current budget situation it did not make sense to spend money on outside services.  However, the Department believes the services are necessary to meet their legal obligations under AB 490. 

 

       The two sides will meet again to discuss the Department’s policies and procedures related to the new contractor at a later date.
