008 Meet & Confer Update

Impact of Staffing Levels on DHA

   UPE and DHA met on June 26, 2019 to discuss the impact of reduced staffing levels on 008 workers in DHA.  UPE questioned the department extensively about what requirements are in place currently for our workers that are Sacramento County mandates and not State or Federal mandates.  DHA Division Manager Renee Lowder claimed that they have communicated to managers and supervisors that workers are not to be pressured due to high workloads.  DHA managers stated they want workers to focus on quality service and not quantity.  UPE made it clear that this message is not being received on the floor by workers which are still being pressured by supervisors to do more with less.

   UPE insisted that the Department needs to be prepared to modify existing operations in order to account for the reduction in staff.  The two sides agreed to meet again on July 29, 2019 to exchange specific proposals designed to mitigate the impact of reduced staffing on our workers. 

   UPE wants to remind workers to make sure they take their breaks and lunches and that they work to the rule.  Workers do not need to bend over backwards because the Department and County cannot adequately staff their bureaus or manage their budget.  UPE is in the process of scheduling Brown Bag meetings at all DHA Bureaus to help address worker concerns.
