COVID - 19 UPE Proposals

A. All workers required to report to work during any County/State/Federal shelter in place order shall be paid time and a half for all hours worked.  This pay shall be made retroactive to the date the first order was put in place. This pay shall remain in effect until such orders are lifted. 

  1. Workers whose telework assignments require them to come to the office or meet with the public shall also receive additional pay under the terms of Section 1 above for all time spent in the office or meeting with the public.
  2. Workers whose telework assignment does not require them to report to the office or meet with the public shall not receive additional pay under the terms of Section 1 above.  
  3. Workers on paid administrative leave that are not required to report to the office or meet with the public shall not receive additional pay under the terms of Section 1 above. 

B. County Health Officials shall inspect all County worksites to ensure worker safety.  This inspection shall include an evaluation of seating locations, break rooms, restrooms, and other common areas.  Officials shall also evaluate business practices within each office. Officials shall make recommendations for changes that can improve worker safety.    

  1. Findings and recommendations shall be made available to workers and UPE within 1 week of inspection via email and posting in worksites.  
  2. The County shall implement Health Official recommendations within 10 working days.

C. The County shall provide all workers required to report to their office with an additional 40 hours of sick leave. 

D. For each of its Departments, the County shall develop a list with the following information that shall be provided to UPE within 10 business days.

  1. All classifications and associated duties
  2. Essential and non-essential classification/duty combinations
  3. Duties which can be done via telework
  4. The barriers in place preventing duties from being completed via telework
  5. Actions needed to remove barriers
  6. Timeline for eliminating barriers to telework 

A. For each of its Departments, the County shall develop a list of workers:

  1. On Paid Administrative Leave
  2. Teleworking with no requirement to report to office or meet public
  3. Teleworking with requirement to report to office and/or meet public
  4. Required to report to office as normal 
  5. The list shall include each worker's classification, department, and worksite
  6. The County shall provide this list to UPE within 10 Business Days and update the list every 10 Business Days reflecting any changes
