Unit 3 Employees Being Singled Out

UPE dissents with the fact finders chairs recommendation. The chairs recommendation in respect to the base wage salary increase would only amount to a 2% base wage increase during the term of the contract (1% upon ratification and 1% after the first full pay period in July 2018). The amount the chair is recommending is not justified since the County has the ability to pay and the need for a reasonable base wage increase for Unit 3 employees is present. Furthermore, the County is providing a very similar proposal, a 2% base wage increase after the first pay period in July 2018. Simply 2% base wage increase through the life of the contract June 30, 2019.

The County is refusing to pay Unit 3 employees a reasonable base wage increase during the life of the contract while they are providing increases for everyone else that is beyond 2%. We have no objection that others are receiving raises however we are objecting to Merced County’s unequal treatment of Unit 3 employees who are the lowest paid in the County.

Furthermore, Merced County was provided information by UPE regarding the CPI increases since Unit 3 last raise in 2012, coupled with the future out of pocket costs of health care for our members.

In addition, Unit 3 single income household wage earners will more likely fall between the very low income and low income area median in Merced County (State income limits for household income levels for Merced County in 2016 (http://www.hcd.ca.gov/financial-assistance/home-investment-partnerships-program/docs/home-and-cdbg-2016-income-limits.pdf)

As a result, some have or will continue to use other state and county aid.

As your new bargaining representative (UPE), we must all stand together as we go through this process. Please attend our next Unit 3 Board meeting on February 14, 2017 at the County Admin building at 5:30pm 3rd floor, among other things we will be discussing job actions. The following week, on February 21, 2017, UPE will be at the Board of Supervisors meeting urging them to do right for Unit 3 employees.
